Mission Delivery Operating Model
The working group for the Mission Delivery Operating Model met again this week in Melbourne to continue the design thinking for the Mission Delivery Operating Model. A key goal of the meeting was to explore the relationships, interactions and decision-making rights that will form part of the mission delivery at the local level.
With the help of the Working Group, a dedicated Project Team comprising mission delivery subject matter experts as well as AUE & AUS mission delivery representatives (from THQ, DHQ, Social Programs and Corps) has considered the following key aspects of the operating model:
- The delivery of holistic outcomes in Local Mission will be the responsibility of Area Officers,
- The relational integration of mission delivery will be led by an Area Officer and an ‘Area Leadership Team’, which will seek to bring together all expressions in that geographical area for the benefit of the community,
- A Mission Department will be developed nationally to set standards, governance and compliance requirements for both Social Programs and Corps, and
- The configuration of Business Support, Personnel and Communications in a centralised way (i.e. fully reporting into THQ).
The design process continues with key focus areas being to determine how the Area Officer will work with Corps Officers and Social Program Managers to deliver holistic outcomes, how mission delivery will work with the Mission Department and Business Support functions to enable delivery of services, and what the detailed responsibilities, decision rights, relationships and ways of working will be for the five key Mission Delivery roles; Divisional Commander, Area Officer, Corps Officer, Social Program Manager and Chaplain.
The next steps in the design process include undertaking two Proof of Concepts (PoCs) exercises; the first in South West NSW in September, (representing a regional context), and the second in Brisbane (representing an urban context) in October. These exercises are designed to test specific scenarios when put into practice. Following the PoCs, the working group will make a series of recommendations for the Mission Delivery Operating Model to be approved by the Australia One Steering Committee.

Introducing Our New Leaders – National CIO Craig Tucker
This week we’d like to introduce you to Craig Tucker, who commenced his role as our National Chief Information Officer on 10 July 2017. Bringing with him a wealth of experience, Craig has served in the Royal Australian Navy as a commissioned officer, worked with major organisations in project, program and IT management roles, served nine years as a local government councillor (and one year as Mayor), and has served on a number of not-for-profit boards.
Currently, a major focus of Craig’s role with the National IT department is working through the detailed design phase that will develop a single national department, whilst continuing to deliver on the day-to-day IT needs of The Salvation Army.
Craig’s ‘simple philosophy’ is that IT is there to support, serve and enable The Salvation Army in achieving our mission work, and as IT moves through the detailed design phase, it is focused on and committed to ensuring that an IT business strategy and IT principles are developed to allow the IT department to not only support our national vision, but also be an active partner with the wider Salvation Army as we carry out our mission.
